Restore Only 2016 Domain Controller - Error "The global catalog does not exist"

We had our SAN's crash and we lost both our Windows 2016 Domain Controllers.  I have backups from Windows Server Backup.  When I attempt to do a restore, I get the error "The global catalog does not exist".  

How do I restore our first DC if I need a functioning Global Catalog?

The DC's were on Hyper-V and I've tried restoring to both a VM and a physical server with the same error.

Any help would be greatly appreciated.

Thanks for responding.  

Here is what I am doing and the error message:

Boot to 2016 flash drive --> Repair Computer
Command Prompt Run "start /w wpeinit"
ping file server & exit
System Image Recovery
The server cannot find the system image
Next --> Advanced --> search for system image on network
Enter share server and share name
Enter username & password
Get the following error: "An internal error occurred while enumerating backup sets. Error: The global catalog does not exist. (0x80780015)"

I can't get past this point

There is no DC on the network all are down.  All I have is a Windows Server Backup on the file share from two different DC's. And the syntax of the share is correct WindowsImageBackup\<server name>\<backup files>.

The only thing I can think of is maybe my backups are bad but I think I would get a different error message and it's hard to believe that both backups are bad.

Any suggestions?
Do you know which of the DCs held the FSMO Roles? Specifically the PDCe Role?

It sounds like the storage location is AD integrated?

Flip the folder over to the local setup. Synology NAS or the like?

Set up a user ID in the backup storage's console for this purpose & give it MOD to the folder.

Run the restore and use those credentials.

Where are the backups stored?

As a test: Copy a full backup onto a stick or HDD then plug it in to the host.

Make that present to the virtual machine to be recovered.

Boot the VM into the recovery environment.

Choose the now local backup.

if you boot into recovery CD and run windows server backup try to take into the share with the ip and local user instead of name
