Photoshop magic wand error.

I open the attached square Instagram and Facebook icons JPG file in Photoshop.  I want to get rid of the white space outside of the circle.  I select the magic wand tool, click on the white space outside of the circle, I am getting the below error:

Could not use the magic wand because no layers are selected.  

I am new to photoshop.  Please advise a step-by-step of how to fix this.

I did that already.  It is not working.  Please see this screenshot.  You could download my file and try it.

I am able to use the magic wand after I converted the image from 32bit to 16bit.  However, is there a way that I could export just the icon?  I need to include just the icon.jpg in my html page. 
I would crop the image. Then export it as a .jpg file. Click File -> Save as...

when my webpage calls the jpg file after the export, it displays the icon with entire artboard. is there a way to do just the icon?
Did you crop the image?
After cropping, there may be a way to go into the art board’s properties window and make a transparent background.

Right click on the layer. There probably will be an option to convert the layer. This would be common if you imported from illustrater.

Next crup the image, then use your wand.
Your image is going to display with the background if you're exporting as a .jpg. Try exporting as a .png file, which allows for transparency. (File > Export > Quick Export as .png).
