Get Multiple RDP concurrent users signed in at 1 time

I have a 2019 server that was set up beginning of this year and running multiple rdp connections at once. I believe I had AD running, along with rds, remote connection broker and 10 cals installed as per device.
As Covid came into play i recently came into contact with the server again, and it was blue-screening, I had to replace the CPU and reinstall all OS, programming, etc. I cannot remember how I got it going to allow multiple RDP's at once. I have put in AD but I do not need it, I thought I had it in before and that's what helped the concurrent sign-ins to work.

Any input would be much appreciated.

You need to license and setup RDS role along with related licensing, ...

You are permitted 120 days for unlicensed use. once the time runs out, the only mode is administrative two sessions.

You already have a license so now just install the RDS role and apply this license.

I think I want to remove the licensing role, and re-install it, will it deactivate my cals?

I looked at the RD licensing manager, got a green check mark on the server and it shows 10 cals. per device method.
When I reboot the server, the popup says no desktop license server is available..

I see the issue, it's 2 fold..

1. The license server is a different IP then what the server has, There is only one machine.
2. When I set the static IP on the adapter, I lose internet, using Spectrum equipment in a small 2-3 person office.

So I need to find out why the static drops internet.

Potentially the static you set might already be in use. Or the ip is bound to the MAC address causing issues.

If it can not talk to the licensing server, that would explain.
I.e. When you set it up, it was using DHCP, and then you changed the ip to static.
Did you get the RDS client licenses registered..
I had the IP setup, then the client got a new router from ISP, and changed the schema, so RDS is confused. It still wont allow me to set static and keep internet.I tried both NIC ports.
The spectrum tech also left the router open, so default logins work, I can access it.
The question is can I remove the incorrect rds server , showing incorrect IP, and use current IP, and set reservation in Spectrum router? 
add the IP to the RDS that it used to have a secondary IP. and see whether it can resolve the internal access from the RDS to the Licensing server.
This is the quick fix, while you can look through the AD using ADSI to locate where the change needs to be made.

Though I am still at a loss, usually, when a router is replaced, one commonly updates the router to retain the existing Network Segment/Mask. Commonly a Fairly straight forward
It wasn't asked of the client, she just allowed them to change it, and he asked no questions.
I found out though,
I could not set the IP manually, found another PC had the IP I needed for server,
reset the IP on the pc with IP release and renew, and used the IP I needed, and it setup static IP in lan adapter
RD diagnosis revealed NO issues and able to do Multiple RDP's, and shows all 10 Cal's in place.
I also removed AD structure, since I did not need AD in that environment..
Created all local users, added them to the remote desktop users group. and they all work.
