Issue with International characters in Webpage Tomcat/MySQL

I have a webpage with a input field in it and a city with international characters.
<input type="textname="citysize="50maxlength="100"value="SvojÅ¡ice"> 
The city is selected from a database and displays correctly.
When the user hits submit, not changing the city, this is what comes back:
city=Svoj�¡ice
The problem also occurs if I enter the international city name into a blank field.
My application is using java 1.8, Apache Tomcat 8.5, and MySQL 5.5.
Any clues on why this is happening and what I can do to fix it?
