I need a form, with a submit button...and maybe some workflow.

I have a client who needs a form.  This form will live on our Sharepoint in our Microsoft 365 portal.  I need people to be able to open this form, make some changes, and then click submit.  This clicking submit should save the work that was done, save it, and email the next people in the chain to look at the form, make changes if needed and submit again, and email some more people.  It seems like a workflow to me, but how do I create the form?  I want to do all of this thru the web browser.  I'm looking at power automate and I'm looking at info-path, but I need some hand holding on the basics.  What do I use to create the form?  etc.

I'm sure you will have questions for me, so let's start there.
