iPhone cannot sync pictures with Windows 10 laptop

In a perfect world, my field service techs use their iPhone 8 to document service issues at client sites with photos; they then connect their iPhones to their Windows 10 laptops via Apple cable; Windows 10 accepts the connection and prompts the user, asking what they want to do with the photos; normally they say to sync only what is new; then folders with dates are created and photos copied into those folders; this is very important because my field service techs visit a couple of different sites a week; after the photos are on the laptop, the tech will then copy and paste them into project folders that are on our network (Mapped drives);

The above is my perfect world, although I haven't seen this happen in quite a while for a few of my techs; some it works great for, others not at all;

I believe that the only difference is that the problem systems all have iCloud configured with them; at one time or another in the past year all three of these techs had problems with their iPhones and we backed them up to iCloud; when we received the new iPhones, we restored them from the iCloud backups;

I need to get back to the days before iCloud was a part of this, if that is even the problem; I have tried to copy and paste from iPhone to laptop using File Manager, but the copying always fails after a few photos are copied over;

Suggestions? Thoughts?

I'd probably go for Google Photos to sync the pictures (it's still not on the PC yet though, but it's still easier).
The cable method should still work though, and I suspect an old used cable could be causing the copy fails. Try a brand new cable if you are able to.

I do not have the ability to switch applications.
SOPs are set by corporate IT and I work within them.
For now, it has to be iPhone to laptop.
FYI, we have swapped out the cables with Apple products to make sure.
But still have the same problems
I have 10 field service techs and this is only affecting 3 of them.
The 3 affected, need to test their phone and copying routine on one of the laptops of the other 7, and vice versa (one of the 7 needs to copy pics on the laptop of the 3).
That way, you'll know if they need a new laptop (or start with a full re-install of Windows first, if the working iphones stop copying properly on one of the 3 laptops), or that they need their phones replaced (if problem continues when trying it on the "working" laptops)

Maybe reinstall iTunes?
Maybe run
  sfc /scannow
or
  dism /noline /cleanup-image /restorehealth
From an elevated command prompt remember to the run the above commands as an admin.

DISM /Online /Cleanup-Image /RestoreHealth
