It's always a personal preference, there's not really a best IDE.<br>Obviously, the official SDK release is a good place to start.<br>If you fancy more RAD development though, use the totally free Basic4Android: <a href="https://www.b4x.com/b4a.html" rel="ugc">https://www.b4x.com/b4a.html</a><br>Obviously, you need to change your programming mind a bit, to Basic like programming.

Can I use my Android w/o Call service ?
