Can I use my Android w/o Call service ?

Does my Android phone have to have an active service account to use the GPS, SMS and Internet features and all the game apps ?

I want to make use of my old Android phone, does it need to have active service to use these features ?
Or even test apps that I develop ?

SMS:  Yes, but if I the phone can find internet service(s), why can't it use an SMS Service ?

If it's a third party internet based SMS service yes. But traditional SMS is tied to your phone and service plan.
What is the best IDE to use with Android phones ?  I see there are several.

It's always a personal preference, there's not really a best IDE.
Obviously, the official SDK release is a good place to start.

Obviously, you need to change your programming mind a bit, to Basic like programming.
