MS OneDrive Hundreds of Files in AppData

I have a laptop losing disk space. On examination I found hundreds of files associated with OneDrive that are taking up alot of space. Only have 10.8 GB free of 116 GB.
The files are located in:
C:\Users\username\AppData\Local\Microsoft\OneDrive.
Inside this folder are hundreds of folders all named after a version of OneDrive. Each folder uses 108 MB of space. There are many users using this laptop.
The weird part is that OneDrive is not installed anymore. Type in CMD to remove OneDrive from all users: taskkill /f  /im OneDrive.exe
%SystemRoot%\SysWOW64\OneDriveSetup.exe /uninstall. Below is one of the profiles.
Any ideas on why this is happening and how to prevent it?

These can all be deleted. Each version was put there because Onedrive wanted to update itself.
Since you uninstalled it, there shouldn't be anymore folders created anymore.

When we delete the files/folders, the system just creates new ones. I'm thinking that even though the OneDrive client is uninstalled there is some other mechanism (maybe through MS Office, which we have Word and Excel installed)?

Is there a OneDrive service maybe that needs to be disabled?
When it's correctly uninstalled, there shouldn't be new folders created. Did you check the date? Is it really from today or yesterday?

Use both, check each line carefully, Onedrive is mentioned. Uninstall or disable.

We tried using that software and it appears to be uninstalled. We checked the date and it is still creating new folders. In task manager, it shows it in Startup but if you browse to the All Users startup folder or any of the individual Users' startup folders, it is not in there.

The attached screenshot shows the location in the users' folders that it is occurring and the OneDriveStandaloneUpdater executable. We delete everything in that folder but it returns.

On the right in the screenshot you can see Microsoft OneDrive Setup in Startup. OneDriveSetup executable is in C:\Windows\SysWOW64 but we are unable to delete it or change permissions on it. THis is insane!

Good screenshot. Because it shows Enabled behind Onedrive. You can use that exact screen to DISABLE it.
Really? If that worked do you think I would have posted that screenshot? It won’t stay disabled when I disable it. Clearly Microsoft has baked something in that re-enables it because that’s what happens. 
Fully remove Office. Test another day.
If OneDrive still bothering you, use the 2 apps (from OO) again.
If finally no more OneDrive appears, you can run Office setup again. Except this time, with ODT (https://www.microsoft.com/en-us/download/details.aspx?id=49117).
