Website Works On Optimum not FIOS

Let me list the scenario:
-Audio playback on a custom web app works on Optimum, not FIOS
-Web App/Service is hosted externally by 3rd Party - they can not recreate the problem
-The internal network with the issues has 2 separated networks and internet service so I was able to test on separate ISPs (One using FIOS, One using Optimum)

Various Tests
-Firewall has been turned off - still fails
---------PC Firewall has been turned off - still fails
-Add exceptions, turn off all security features on Firewall - still fails
-Change DNS from FIOS to Google -still fails
-Update firewall OS - still fails
-try multiple browsers - still fails
-Vendor agrees it's not firewall
-Tracert works
-Was working up until early Dec.
-Restarted everything
-FIOS' initial 1st level support says everything is fine
-Ran Packet scans on traffic from Multiple PCs, tracked traffic through firewall, nothing showing being blocked
-Both networks have Watchguard firewalls

I think that's everything. Curious if any one has scene this before? Could Verizon FIOS be blocking something?  I'm not looking forward to trying to get to 2nd or 3rd tier support with Verizon.  Thanks in advance.

What do Windows log files show or Event Viewer on the PCs? Any error ID or additional messages?

Do all the PCs have a third-party antivirus software?

Are the PCs fully updated in terms of their OS?

no local errors to report in event viewer, i've tried the local pcs with av completely disabled ESET Internet Security, all windows 10 and all up to date
Maybe test ProcessMonitor on a PC and see if it indicates anything there such as a conflicting process at the time the website doesn’t work:

Assuming you have also tested clearing the cache from the web browsers? And have tested Incognito mode?

It sounds like something is up with FIOS though if the other is fine and no processes are conflicting, maybe it’s something 1st level support is certainly not seeing.

I can not provide any access. I'll be able to test more tomorrow and look into 2nd tier support.
still not solved but closing this as the problem seems to be something not inhouse
