Cannot add secondary dc because of FRS
Im trying to add a new DC to an existing forest. When I do I get an error "verification of relpica failed. the specified domain is still using the file replication service". Every solutions says I need to migrate FRS, but it requires to make sure the Domain controllers are replicating. There is no replication, because I cannot get any further than this.

Yes there is only one DC.

Now that I started the migration im getting "Migration has not yet reached a consistent state on all domain controllers.
Dfsrmig /getmigrationstate
Keep running that command until it says they're all consistent (which should take maybe a couple of minutes with a single DC), then move to the next step.

That's a bit longer than I would expect. Are there any recent errors in the FRS event log of that DC?

No, no errors. The last information source was for DFSR though "The DFS Replication service successfully set up an RPC listener for incoming replication requests. "

I just set the state to 2 then 3 and it let me promote the DC.
Interesting. That makes me wonder if it wasn't just a display issue. Was your command window in "select" mode, maybe? I'm just guessing, and it doesn't really matter now that it's complete.
To add a Windows Server 2019 DC, you'll need to configure DFSR replication. When migrating to DFSR, you need to ensure that all the other domain controllers in the domain are replicating. If there's only one other domain controller in the domain, there will be no replication as you say. Checking the replication status is just a precaution as migrating to DFSR can cause problems if there are problems with the FRS replication.
