Windows Server Windows applications menu pops up

On my Windows Server is it possible to stop the Windows applications menu from popping up as shown in the image

the problem is that when a user clicks on it - it remains there. When they log on again they see that. Can I actually remove the Windows button? How do I make it smaller? If removed how will I get into my apps

Does it still remain there if they toggle or use the Windows key?

I think that needs to be repaired rather than removed — it shouldn’t remain stuck like that. Are there any other updates in the OS available to run? I would apply/check for updates.

Also, you try from an elevated command prompt as admin:

sfc /scannow

then restart when it completes.
