large file size of pagefile.sys

Running windows 2008R2, find there's 12GB c:\windows\pagefile.sys. How to decrease the file size? Is there any impact to change the size?

You can set the page file versus allowing Windows to manage it.

What does the system do?

Prioritizing got programs CPU, memory may alleviate.

The system is file server for files sharing
If you don't have any applications running and it only acts as a file server then you can reduce the pagefile to 8GB. Beyond that, you may find server being sluggish when logged in.
The page file is used to simulate having more RAM.  How much RAM do you have?  Have you monitored it (Task Manager is a good starting point) to see if you are using it up?  If you have plenty of unused RAM, you can reduce the size of the page file.  Otherwise, it could cause performance and other issues.

Servers should not have a pagefile.  They should be purchased with enough RAM so it never writes to disk.
Fileserver is commonly a low resource consumer outside of the storage.

There should not be such a large pagefile.

How large are the files being shared.
Double check what roles the system has.

Some IT people forget to account for memory provisioning correctly when there is not a clear planning on what the server is going to have.

Yes, file servers should not have page files or swap file.  Most of the time we forget to turn it of or disabled it and once you do that you should make sure you have enough space for the OS, any antivirus (if any) and any backup software.

After all, if you have an increasing page file, this mean your server needs more memory before you even turn it off because it is likely something installed on it hungry for RAM.

Failure to allocate enough memory to a file server with "extra" applications may compromise performance at times when those applications are running.

Do you have antivirus and/or backup installed in that machine?
on the server in task manager / memory if you don't have enough memory to cover the committed memory then you will be using the page file.  Windows does need a small pagefile/swapfile to work correctly.
