Powershell text count and show result

Dear expert.

I got two type of file:

customerID.txt
customerID_state.csv

CustomerID txt got 5 digits each line, and 100000 lines around.

customerID_state.csv got this type of data:
12012,Toronto, Canada
13223,Halifax, Canada

and 9000 lines around

Process 1.
In CustomerID_state file, search if there is any digit that match in customerID.txt in and count it, the end should be like this:
300(Count number), Toronto, Canada
235(Count number), Halifax, Canada
Now this might be easy to do in SQL, but now its not case.

Any have a idea how to form this result? Thanks alot.
