can tracert to local router but not ping, other devices on same subnet can do both

From a new Windows laptop, I can do all networking fine EXCEPT unable to ping the default router (192.168.0.1).  If I do a tracert somewhere on that laptop, all works fine and the first hop is always 192.168.0.1 and it shows proper timings (no *'s).

Any other device on the same subnet can ping 192.168.0.1 without issue so it is not a firewall issue on the router.

Tried disabling firewall on Win 10 laptop - no change.  Tried full network RESET on laptop, again no change.  tried WIRED or WIRELESS - no change.  Tried DHCP or MANUAL - no CHANGE.

I am out of thoughts. My only thought is that it is related to most recent Win 10 version 20H2 ??

Since everything is otherwise working on the laptop, including full network access, there is no urgency.  It's just driving me crazy not understanding why.

Can you ping the router from other devices?  Many routers, as a best practice, deny ICMP requests (Pings)

The router (192.168.0.1) can ping other devices on 192.168.0.X network and other devices can ping the router - EXCEPT the laptop (192.168.0.34).

The router (192.168.0.1) CANNOT ping the laptop (192.168.0.34) and the laptop CANNOT ping the router.

The above tells me it has nothing to do with restriction on the router - does it not ?

Tried turning off Microsoft Defender Firewall on all profiles - Domain, Private and Public - no change
Even tried enabling ICMP ECHO  in/out in advanced firewall rules for all profiles, re-enabled firewall, rebooted laptop (full reboot, not fast reboot) - no change 
Also tried disabling IP6 just in case - no change.

The router probably has firewall rules that puts your laptop in another list than all the other devices. And that list has ICMP blocked.
Don't disable IPv6.
What make and model router?

I dont think so - triple checked.  Also, doesnt matter if I use DHCP or manual or wired or wireless so therefore the laptop has had 4 different IP addresses from static and dhcp ranges - no difference.
It has to be something specific about the laptop and the fact that the IP it cannot ping is the gateway (or something like that).

It is a Rogers Hitron modem.  I believe the model is  CODA458U
I am afraid I am not familiar with that unit, but it is a standard basic modem so there shouldn't be any reason one device can ping it and not another.

No chance you have enabled Internet Connection Sharing on the laptop which would use 192.168.0.1 by default and cause a possible routing conflict for some services?

Any 3rd party security or antivirus software installed?

Double checked ICS - no.  In fact, laptop has had the network reset to factory a couple times.  Only AV/Malware/Firewall is from integrated Windows Defender Security.

Only apps installed so far on laptop are:  Acrobat Reader DC, Chrome and Office 2013.

tracert yahoo.com - first identified hop as expected is 192.168.0.1 with 1ms on each of the three timings. Rest of the hops normal to destination.

tracert 192.168.0.1 - shows several lines of     * * * Request timed out.

Strange !
"Request timed out " is usually blocked ICMP, which is somewhat common.  Doing so helps protect against DDoS attacks, thus commonly blocked on some Internet routers and likely your router on the WAN side but not usually on the LAN side.  Odd it responds with tracert to yahoo

Stranger yet that no other internal device has an issue pinging the router !
