SSRS 2017 - Report Subscriptions Won't Send To Multiple Email Addresses

We have SSRS 2017 configured to use Office 365 as our SMTP server.  We have a number of report subscriptions configured to send via email.  Those reports that send to just one email address work fine.  This email address can be a individual mailbox or a DL.  Either way, the reports are delivered.

As soon as we add a second or third email address, it fails.  However, it will deliver to the first email address.  It just won't send to any other email address, regardless if it is separated by a semicolon or in the CC or BCC fields.
We can certainly create a DL to include everyone and just use that one email address, but it shouldn't have to work like this.

Any thoughts?
