Two users do not receive MFA text messages from Microsoft but do receive the automated call...

So the title line pretty much sums it up... we use Multifactor Authentication through Microsoft where we receive the text message.  For most users it works great, the text message arrives on their cell phones almost immediately whenever they are requested for 2-factor.  However, we have two users that never receive the text... they have no numbers blocked.   When we switch the MFA method over to the automated phone call from Microsoft, that works, but it is not ideal.  What would cause these two users (out of 200+) to not receive this text message?

The MS Authenticator app is the way to go though. Not only for ease of use, but also because SMS is not 100% secure (legacy security leaks don't get fixed).

Besides that I think wrong number filled it could be the cause, but also provider issues (are they the only one with another provider? Or they're the only one with other SMS problems?)

I understand on the Auth app, and we do use it for most of our users for the reasons you state.  However, having said that, this subset of users needs to use the text option for reasons i wont get into here.   The phone number is correct because as I mentioned, the automated phone call option does work and that is the workaround at the moment.  Thank you for your response!   As far as providers, one is using a company provided cell phone so that is Verizon.  The other user is using their own device and I do not know the carrier offhand.  We did contact Verizon on the issue with the company phone but they could not provide a reason or resolve it.   I am just getting into this issue but have been told that the copmpanyt-owned device was replaced at one point in an effort to correct this but the problem followed to the new device.  Not a huge deal in the grand scheme of things, just one of those annoying ones...

How you own the tel no of the two users who did not receive the text message from Microsoft 2FA?

Verizon is not helpful for resolving your problem and you need to lookup or ask the owner of the tel number to look up in the self service portal for unblocking the text message.
