Failed Connecting ESXi 6.5 Host USB to a VM - no available USB devices

When we our connect a USB drive to our ESXi 6.5 U3 Server and then try to add the USB to a VM, we get the error --no available USB devices.

I have removed the USB controllers from the VM and re-added them with no success.

The occurs if using vCenter and logged directly into the ESXi servr.

Also have restarted the and usbarbitrator and hostd
 
This was working at one point last year with the USB drives.
