Windows Server 2012 get stuck at Other user Welcome screen, after update

Windows Server 2012 R2 Standard, A Domain Controller  - hangs on Welcome screen.
The server prompts for a reboot after getting some updates. I restarted the server. During boot up, the server get stuck at:
a) Getting Windows Ready. Do Not Turn Off Your computer. This takes 25 minutes, then move on to
b) Applying computer settings. This will process for 45 minutes, then boot to Windows logon screen
c) After login with admin credential (it is a DC), it will get stuck on other user, Welcome screen. It remain here forever. it has remained for more than 5 days like that.

The server logins fine with Safe Mode with networking and in safe mode.
Unable to uninstall the update. Not able to roll-back the update.

The server can be pinged successfully, but we can't login and remote desktop connection is not allowed

Hello There

Run msconfig and select Diagnostic startup or Selective startup to verify it's not a service, driver problem.

do you want me to run msconfig in safe mode? because the only thing you can do on this server now is in safe mode or safe mode with network

The solution offered by 'Hello There' using msconfig in safe mode worked fine, but with some more troubleshoot.
His solution or suggestion gave a lead and hint at the full solution. below here are additional tips i employed in resolving the issue:

How to troubleshoot win 2012r2 when it hangs at welcome page
 
  •  power down the system
  • While is booting press f8 to enter into the advance mode
  • Selet safe mode with networking
  • Login 
  • Lunch msconfig from the run
  • Under general select diagonistic startup
  • Under service select enable all
  • Click apply and ok
  • Click on restart
  • Login to the server
  • Go to services u will see all the service disable
  • Enable the services that needed to be enable
  • Login to the server
  • Run msconfig again
  • Select normal startup
  • Disable all the services highlighted
  • Apply and ok
  • Restart
In my case, the reason for the welcome screen stuck permanently is that the server got windows update (about 35 updates) and failed to complete the installation.
