Polling in Outlook Fails

My users are Office 365 user and we are trying to use the polling feature in Outlook.  We can create the poll, and supply all of the information, but when my user hits send, we get the following error:

You aren't able to add a poll using this account. Either switch to an authorized account or contact your administrator for access.

Can anybody give me a quick tip on where permissions or what type of account the user needs in order to make this work?

Are your users using mailboxes of Exchange Online?

I added a Microsoft 365 Apps for  business license.  I am waiting for confirmation from the user that it is now working.  I will update this tomorrow.

Then had to assign a Microsoft 365 Apps for  business license to the user.
