Getting "Permissions are incorrectly ordered" error when creating a new folder and viewing the security tab

I just moved over to a new file server. It has the same permissions as the old one.
When I create new folder and then go into properties and then the security tab I get this
This is only happening when I add new folders. I tried using SetACL studio and reset child permissions on some of the folders but still get same error when adding a new folder afterwards. Any ideas would be much appreciated.
