2000 emails thru onsite exchange 2016
We have a need to email 2000 outside vendors however pushing the button on this would like spam. To prevent getting RBL'd, is there an exchange rule that can take 1 user email to 2000 outside recepients; queue the 2000 emails up, and send them in chunks or at a rate of 30/minute?
Right now the list exported to excel, 400 at a time are copied out and sent. This is done every 30 minutes til all are sent.

Is this a scraped list (you're sending 100% SPAM) or have some of these contacts emailed you first.
