Can MS SQL 2019 Enterprise run in Win 2019 Standard?

Q1:
Must the OS also be Enterprise rather than Standard?

Q2:
I guess SQL Enterprise would run/install on Win2019
Standard but would there be any caveats or limitation
such as we can't encrypt the DB or number of
concurrent access to DB will be restricted?
We're running on physical hardware (ie not
VM) Dell R640: I think this is a 28-core
hardware but vendor proposes
"1x Windows Server 2019 Standard,16CORE,
  Digitally Fulfilled Recovery Image"

SQL Enterprise is only licensed per core. There is no longer Server + CAL licensing for SQL Enterprise.
