urgent: microsoft access 2019 32-bit embedded images are not displaying in the report

I have 5 subreports with jpg images embedded (these were government PDF forms that can't be changed) and our Access fields to complete the forms. Each report prints with the JPG form "background" but when I place the 5 subreports on a main report so they print as one document, the embedded images no longer print. Is there a solution?
