Windows 2008: The server did not finish checking the license compliance

Hi, I have an Active Directory environment with 2 domain controller:
1) Windows Server 2008 R2 Foundation
2) Windows Server 2019 Standard

After a reboot on server 1) (2008) I got error:

The server did not finish checking the license compliance. If the server is joined to a domain, make sure that the server can connect to a domain controller. If the license compliant check cannot be completed, the server will automatically shut down in
I added domain controller 2) (Windows 2009) few months ago.
This is first time I get this error.

Further infos:
on Server 2008 DNS are (in order).
127.0.0.1
8.8.8.8

on Server 2019 DNS there is only:
127.0.0.1

I don't know if this is optimal DNS setup, but it worked fine until today.
"ping company.local" correctly resolves to Server 2008's ip address.

What can I check further?
