FM - Filemaker Not Triggering Outlook Local Email for One PC

When clicking on an Email button/script (Email Client, not SMTP) in Filemaker 16, an error message shows saying that Outlook is not the default email program.  On subsequent clicks, the message shows a -1 error.  This is only happening on one PC.  I've tried a MS Office repair and that didn't help.  Any suggestions?

Check Settings > Apps > Default Apps > Email to see if Outlook is set at the default Mail app.

Already did that and it was.  In fact, I even unchecked it and clicked Apply, then checked it again, pressed Apply, then rebooted the machine and still didn't work.
Can you try the following:
1. Open registry by typing regedit in run.
2. Search for the office productguid in HKEY_CLASSES_ROOT\Installer\Components\
3. Right Click the Sub Key that started with (for me) 'F1291BD604B8604......'
4. Select Permissions, Add 'Everyone' and give read only Access to that group.

Sorry, been away.  Yes, tried all three of these solutions, Will, and none worked.
Time to call FM technical support or post on the Claris Community boards. Though tech support might tell you to update to 19. Just as an experiment you could download the trial version of 19, open a local copy of the file, and see if it still doesn’t work. Also, try with 16 and a local file just to narrow the scope. 
Sorry, Will, I guess I power read and thought you said do an Office Repair.  I will try to completely uninstall Office and reinstall it.

Thanks Will, a complete uninstall and reinstall of MS Office worked.  FM initiation of Client Outlook now works.
Something to keep in mind going forward is that at some point you're going to need to update to a new version of FileMaker. I'm assuming you currently have "perpetual" licenses which is why you haven't updated past 16. When you are ready to switch, I would strongly encourage you to switch to annual subscription licenses. The cost of a perpetual license is usually about the same as 2.5X annual subscriptions.

If you're buying perpetuals and then holding for three years the cost works out to be about the same and the benefit of the annual is that you always have the newest version available to you. And that means that you can take advantage of new features immediately, including the expected speed increase coming to FMS server to allow for much greater parallel processing. It also means you have compatibility with new OS releases which is particularly important with FM Server.

The single X-user license (minimum of 5) also gives you the ability to install up to three instances of FM Server with the same license key, so you can have a backup or development server if you need. Just a thought. I've converted all my clients to annual because it means I'm no longer held back from including features available in the most recent version of FM in order to retain backwards compatibility.

Claris is also moving from an annual release cycle to a more frequent "when it's ready" cycle, rolling out new features continuously. And, given your focus on Property Management, you might want to consider Claris Connector for direct integration with DocuSign or other similar digital signature services.
