Using powershell to add text before specific text in an .html file

I would like to use Powershell, to search through a file at:
C:\Users\User1\Test.html

And when it finds this text:  "New Number"
I would like it to add the following before it:

<span style="color: rgb(51, 102, 255); font-weight: bold;">

And then write the file back to test.html

Is this possible?
