Unable to Access MySql Database

For months I was accessing my database.  After taking a break I can't get in now.  I spoke with GoDaddy and nothing changed there.  I am using Navicat.  Any help is appreciated. Thank you.

  • press Windows + R
  • write "services.msc". Then press Enter

  • click on start the service
