How to create SCCM collection of computers with unused application

After creating some software metering rules a year ago, we are finding that we have a lot of unused expensive  (licensed) software installed. We would like to reclaim some of these licenses.

What's the best way to create a SCCM collection of devices that have not used a particular application in "x" days?  Can I use my existing Software Metering rules?

The SystemCenterDudes have a post on this topic, but it references a multi-part post on using Asset Intelligence instead of Software Metering (AUTOMATICALLY UNINSTALL UNUSED APPLICATIONS WITH SCCM, WHY SHOULD YOU USE ASSET INTELLIGENCE IN SCCM 2012).  We don't currently have Asset Intelligence enabled.  Is this a feature worth configuring?  Some of the "phone home to Microsoft" concerns me a little bit.  

Any advice is greatly appreciated!
