Bare Bones video editor for MP4 files

I have a 1 hour MP4 video file where only 15 minutes is useful.  I want to edit out the unneeded footage.  Maybe add some titles and transitions but these last two features are NOT mandatory.  I basically just want to take a 'razor blade' and chop away the crap  from my MP4 files.

I'm looking for a windows app that can edit MP4 video files.  Usable on Windows 7. (Yes, my company is slow to upgrade.)

I have used some of these tools mentioned above including vlc for this.  Just recently, I discovered the editor that comes with windows 10 and I was very surprised how easy it was to work with https://support.microsoft.com/en-us/windows/create-films-with-video-editor-94e651f8-a5be-ae03-3c50-e49f013d47f6

I have not touched my adobe premier.
