What were you installing when you got this error? What version/build of Windows are you running?
You can also check Device Manager (look under the Universal Serial Bus controllers branch as well) to see if there's a problematic hardware entry there. If so, right-click it and select Disable Device or Properties > Driver > Disable Device should stop it trying.
That said, it sounds to me like you have an uncompleted installation routine still trying to finish.
Yea ... good ol' Microsoft. If it's Microsoft trying to install the driver, there should be automatic update type failures logged in one of the Windows event logs. If it's HP, the errors will probably be generic driver install failures.
Disabling automatic driver updates would probably solve the problem if it's Microsoft pushing, but it's all or nothing - it can't be disabled on a per-device basis. On the other hand, once Windows is up and running for six months, I've never personally seen a driver update that was necessary or made a significant change. And there's always the "check for updates" button.
