Method to export Chrome bookmarks for different Windows user account

I'm currently logged into a Windows 10 computer as an administrator and need to be able to export the Google Chrome bookmarks for a user who currently isn't logged into the computer.

This user won't be returning for several weeks and we need to export her Chrome bookmarks since this computer is being replaced.

What is the process for doing this since currently this user isn't logged into her computer?

simply right-click on the Bookmarks bar ―> select Bookmark manager ―> click on 3 dots at left of Search ―>  select Export Bookmarks 

send file to the user and have him/her repeat the operation using Import Bookmarks  and selecting the exported Bookmarks  file

Don't complicate it. Reset the user password (you would have to do it anyway while exchanging the computer), log in as the user and export bookmarks.
