MFA and app passwords for Outlook

I just enabled MFA for our organization and realized that a few users are having issues with their Outlook client accessing MS 365.  I believe I have to create a custom app password and enter each time that happens to fix it.  Does this mean when I enabled MFA in 365, that I should create an app password for every user and change their password in their Outlook?  If so, where would I pre-emptively make that change?

Hello,
rather than to think about how to work around your Outlook problem, I would ask, why it is happening. As it looks like not happening for all your clients, the clients should heave something in common, what produces the issues.
There I would start to investigate.
I don't think that MS constructed MFA / 2FA in a way, that half of the users run inso issues.  
What is the version of MS Outlook?
