Standalone Windows 2019 server proxy settings and copy/paste

Hello Everyone. I stood up a VM in Azure (2019 Datacenter) and would like to lock it down copy/paste and setup proxy settings for local users. I know where to fins this in a GPO thats attached to a domain, but I can't seem to find it in the local security policy.

Hi,
Check it here. Start>>Run>>gpedit.msc and locate User Configuration > Administrative Templates > Windows Components > Internet Explorer - In the right hand side, 'Prevent changing proxy settings'

My apologies. I should have said I can't find the area to set the proxy settings. I can find them on a domain GPO but not a standalone Windows server.
