How do I turn off iCloud and Save all my Pictures to my computer?

Not sure how this happens, but iCloud has all my photos and I do not want them there. How do I turn off iCloud Photos and not lose all of or any of my photos? I do not want them in the cloud. I want them only on my iPhone and Windows computer.
