Configure Oracle Linux (Redhat Derivative) with Dual NIC setup

I am having trouble configuring a second NIC on an existing VM.  The first NIC is on VLAN64, and the second NIC is on VLAN17.  While I am able to successfully configure both NICs with an IP address, my problem is routing through the two different gateways.  PCs within VLAN17 can ping NIC #2, but systems outside VLAN17 do not.

NIC #1
NAME=ens192
GATEWAY=10.11.64.1
DEVICE=ens192
ONBOOT=yes
USERCTL=no
BOOTPROTO=static
NETMASK=255.255.255.0
IPADDR=10.11.64.92
PEERDNS=no

NIC #2
NAME=ens224
GATEWAY=192.168.17.1
DEVICE=ens224
ONBOOT=yes
USERCTL=no
BOOTPROTO=static
NETMASK=255.255.255.0
IPADDR=192.168.17.220
PEERDNS=no

sysconfig/network
NETWORKING=yes
GATEWAYDEV=ens192
GATEWAY=10.11.64.1

NIC #1 routes to the internet and should be default.  I just haven't figured out why NIC #2 is unreachable from outside the VLAN
