Renaming Azure Artifact Name

It seems like a simple task, but there are some fundamental hurdles with this.

The suggestion (and I am exploring other avenues as well) is to create a release version of a build artifact built out of an existin Azure CI pipeline. The build artifact has a build number name which I want to preserve and create a copy except including a release number. See the following to illustrate the end result.

Build Artifact: Artifact.2.4564767.zip
Release Artifact: Release.2.0003.zip

One thing to highlight is that: a) the Release artifact can be picked up by another signing pipeline. The signing pipeline cannot do the artifact rename itself because it's only accepting a file with a release number. b) Therefore this renamed artifact must be available to other CD Pipelines.
Is a CD Release pipeline the way to go? I sense an uncertainty accomplishing this because whether it's possible CD pipelines can product an artifact in the Azure sense (which is what I want). Or should this be CI? The benefit would be that the artifact would be available but at the same time CI pipelines don't support Artifacts as source points. 
This question needs an answer!
