The iCloud folder on my Win 10 C drive was more than half of the drive.
I have a raid Drive that I wanted to move it to.
I found this

I turned off iCloud and allowed it to delete the files so that when they were downloaded i would get a clean fresh copy, but I get an error message when I try and create the Link
C:\Users\steve>mklink /J "C:\users\steve\iCloudDrive" "a:\00 iCloudDrive A"
Cannot create a file when that file already exists.
It talks about a file vs a directory, not sure why.
I tried deleting them and recreating the directories to no avail
