Exchange 2016 - How to block external access to a mailbox for users trying to setup Outlook. Enable it for approved use only.

How can I configure the Exchange server to block Outlook setup for all external (Not LAN), but be able to approve certain PCs at the users home.
It would be great to have work like the mobile option to quarantine it and wait for approval but I don't think that's possible.

I use the IP Address and Domain Restrictions on the OWA folder in IIS to limit access to the Web Access site. I can add ALLOW access to single ip addresses which works well. I would like something like this for Outlook on a home PC. I know the home IP address will change but I can deal with that. It doesn't change that often.

If you can deal with it IP Address and Domain Restrictions will be enough.
