Transfer IIS Data from one server to another when can't access dashboard

We have a web server running IIS 7 that is hosted externally.  It's still up and running with a live site hosted on it but hackers hit it and many things on the server do not work.   Examples of things I cannot open are Server Manager, Power Shell, and the IIS Console.  I'm working on standing up a new web server with IIS 10 and I'm trying to figure out how to get all the info out of IIS without actually being able to open IIS.  I am able to access the inetpub folder and I have both the applicationhost.config and the administration.config files.
