Setting up multiple scopes on a server

I need to configure a remote location to add a second scope and expand the available IP addresses.  I can not change the existing scope to expand it because I do not have access to all the devices with fixed IP addresses.   There are several devices which I can identify by MAC prefix which only need Internet access.  

I tried configuring a second scope on the server and adding a policy to limit it to the MAC addresses of the internet only devices and activated it.  I waited until the current leases expired and checked the new scope and no IPs were assigned using the new scope.   I also did not see any devices being dropped from the existing scope even after their leases should have expired.   I checked the switches I have been able to identify and all ports set to trunk.  

When it assigned no IP addresses I added a second IP to the adapter but this did not make any difference.  

Are there any steps I am missing or need to configure?

I was trying to run two separate IP ranges over a single vlan to add more IP addresses.   I needed to make sure that only specific devices were the new subnet.

Making it a single subnet and using the policy to limit the internet only devices to the expanded range has worked.
