The iPad hasn’t been used for a few years and login to iCloud works fine. The Factory reset was fine but then the ACTIVATION LOCK is blocking access.  Help 🙏
Haven't experienced the activation lock myself, here's the Apple KB article about it: https://support.apple.com/en-us/HT201365

To mark a device as lost, sign in to icloud.com/find. Or use the Find My app:

Open the Find My app.
Tap the Devices tab, then choose a device from the list.
Tap Activate under Mark As Lost and follow the instructions on the screen.

If that doesn't work then you would have to start a support request with Apple, providing proof of purchase: https://support.apple.com/en-us/HT201441
I have encountered such problem like yours.

The problem is "iCloud.com no longer shows this iPad as one of our devices".

You need to recall how did you purchase the iPad 2 and locate a digital or paper invoice and go to Apple Store to ask for help.

Memory is not always correct and you need to know the correct Apple ID in order to proceed with the account recovery.

I don't recall how long ago I bought it; it's been years and unused. My user ID does not show that device any longer so now I have no way to use this thing I guess
