New Exchange 2019 install moves all mailboxes into quarantine

Installed Exchange 2019 on-prem into an existing Exchange 2016 environment. I've created a couple of test mailboxes which exhibit these symptoms:
-Mailbox connects in Outlook desktop client.
-Mailbox disconnects & reconnects several times
-Eventually it moves into "IsQuarantined" state
If I remove the mailbox from quarantine the mailbox eventually causes the database to dismount and fail over to another server.

Just before the DB crash I see:
Event ID 1013
  The mailbox with mailbox guid c96c42c0-8ba2-456e-b0db-0e05cfb59d85 caused a crash or resource outage on database DB (47d62239-9667-46d6-a744-0aabe2f0d938).      
Version: 15.02.0858.012      
Description: InvalidOperationException:

I've confirmed that only .NET 4.8 is installed. TLS 1.0 and 1.1 are disabled. I can access the mailbox from within my Exchange 2016 account in Outlook without issue. Am I looking at an AV conflict or something else?

Hi sounds like you are running out of resources
Install-drive:\Program Files\Microsoft\Exchange Server\V15\Logging\Diagnostics\DailyPerformanceLogs has reached 95% of max size allowed
Check log path and move to another disk/partition with more free space

Share the server configuration and also check the system/application/failover cluster logs for errors during failover. Share the event id's.

This test account is the one & only mailbox on the server. I did find this error in the event log:

Event ID 2029: The EHLO options for the inbound proxy target xx.xx.xx.xx did not match while setting up proxy for inbound session 08D92FB9845D3327. The mismatched options that do not impact mailflow were SmtpUtf8. The session will be proxied.

This lead me to an article about someone who had the exact same quarantine symptoms. His ticket went all the way up to a lead Exchange 2019 developer. It turned out that his TransportConfig had a maxreceivesize of Unlimited. This was OK in Exchange 2016 but causes major problems in 2019. My maxreceivesize is set to Unlimited. I'll change it tonight and see if that clears it up.
