Excel produce dynamic list skipping blanks

Hi Experts

In Excel need to be able to dynamically produce a list of users skipping blanks using a formula (something like a TEXTJOIN, but not all in one cell).  I'm not sure if this makes a difference to the solution, but ...

  1. The data from which to produce the list is created by a complex IF formula & hence the blanks in the data.
  2. The list doesn't need any form of sorting

I have attached a simple example with Column A being the data & Column C being the end result.

EE Example.xlsx

Can anyone help?
