  • Do you have Windows updates completed as well?
  • A setting I often saw cause problems for especially an Engineering\Drafter design department members in a past role who heavily used Excel is "Disable Hardware Graphics Acceleration", you'll find this under File > Options > Advanced > Disable, if its checked, then uncheck it and test or if its not checked, try checking it and relaunch\test again. Web browsers even have hardware acceleration settings and OS's. 
  • Also unaware of your version but, under File > Options > General there may be an optimal compatibility setting there as well to test. I suspect the issue you're having could be resolved with a setting adjustment also.
  • Does it occur if you launch Excel in safe mode as well where the display is off? What do you mean by "window not displaying properly"?  Can you provide a picture, or sample file?
