Bookkeeping in Access or Excel

We currently use Sage software for our Petty Cash account but it is extremely expensive.  I need to either find some free software or come up with a program in Access or Excel to handle our Petty Cash account.  Right now we use it to enter Receipts of money and Reimbursements of money.  It needs to be able to have a chart of accounts.  Does anyone know of anything like this that I can get for free??

You could most likely build out a dynamic report for your Petty Cash using Excel's Power Query.  As for the COA, it could be another linked table within Power Query.  Give us an example of what the source data looks like and what you expect the resulting report to look like.
What do you define as extremely expensive?
I mean I pay around 100 USD a year for my software for bookkeeping and another 30 USD a year for online banking software. Sage and all the others for small business are around 500 USD a year.

Not really a big budget to develop something individual.

If you talk only about petty cash, you cannot pay more than for the complete bookkeeping. nevertheless it is part of it.
I know a lot of german solution, they will not help you as the law is different and here all such software use a common tax interface, but searching a bit offers a lot of soltions or apps, some examples here:
