troubleshooting Question

Why can I not view this file?

I set up a directory where I plan on uploading images to. I'm using your typical script to get it done and it works! But when I go to view the file, I get this:

I've never encountered this before and it doesn't make any sense to me. If I'm the one who just ran the script to successfully upload the image to the folder, why on earth would I be denied permission to view it?

Here's the way it looks from the "Security" tab:

..and the script I'm using is pretty straight forward:

   if(!move_uploaded_file($_FILES['photo']['tmp_name'], $photo_target))  header("Location: photo_noupload.php");

      $update = "update ktl_images set url = '$photo_target' where id=$novie_id";
      $insertexe = mysqli_query($cxn, $update)..

What am I missing?
