What are the differents options to control the costs in an Azure subscriptiom acquired trough CSP model
Apparently not sure you can not create a budget in CSP Azure accounts
Do you have independant tools to follow UP Cost in Azure .

Can you do a forecast of your usage of Azure service in the next 12 months? Does your committed usage meet the minimum usage level for a discount?
Unless you are working for a big corporation, you will have no answer to the above questions.
Generally speaking, you will have a slightly lower pay-as-you-go price for Azure on CSP than a direct billing from Microsoft.

You need a commitment of certain level of usage for Azure services at least 12 months if you want to fix a budget.
If you have no idea of your usage, choose Azure on CSP as the unit price will be lower than what you can get from Microsoft.
Why?
Microsoft does not need to take the risks and time to manage your Azure account and the CSP will take the risk in exchange of a discounted rate from Microsoft for a much higher level of committed usage from multiple customers under the CSP.
To draw an analogy, CSP is a big subscriber / tenant for Azure services / shopping mall and sub-let the Azure services to you / tenant of a shop in the mall. The CSP is an experienced service provider and can do forecast of the usage from its customers for at least twelve months and can give you a discount.

With the CSP model costs are not shown, so the direct model forecasting tools are simply not available.

You need to make a deal with the Azure CSP. Different CSP will give you different rate.

may be i did not made myself understood .there is this functionnality in Azure in the cost management where you can set up a budget to track cost. It appears this function is not available for CSP subscriptions

It is just a budget.
you can have independent tools but there are usually not free.
either cloudamize, cloudbolt, eventually, you need something to advise on cost reduction and smartly manage resource (like shutdown resource when not use etc)
