Power BI - is this visual possible?

I'm new to Power Bi and I would like to reproduce the following visual. Before I spend a lot of time working it out I would like to check if it's possible to create what I need.

My two problems are:

  1. Is there a name for this graph, is it possible to produce it in Power BI?
  2. Is it possible to link the data table and the graph so that they appear adjacent to each other as you scroll down the list of projects?

As the budget is spent the graph turns from white to blue from the left. Once the project has gone over budget the graph begins to turn red from the right.
