error when resetting passwords on Azure AD

Azure AD and on Prem AD linked via AD Connect gives an error when trying to change the passwords
the password policy on the On-Prem have all been set to Zero
and all users use a 365 office Premium license which includes a Azure license
give the error :-
 Unfortunately, you cannot reset this user's password due to a policy or error in your on-premises environment.
