iCloud website says "Your iCloud storage is full"

Hi Experts.

The iCloud website says "Your iCloud storage is full. Photos, videos, documents and data are no longer being updated."

I've deleted about 1000 photos.  Also did a "Delete All" of the "Recently Deleted" folder.

But I still get the "Your iCloud storage is full." message!

Hi Jazz,

Here's the icloud screen from my phone:

Power cycling the phone makes no difference to the storage numbers.

I think there's much more that could be backed up than 5 GB.
I suspect I need to put my hand in my pocket and add more iCloud storage!
I've just upgraded to 50 GB.
The phone is now showing 12.6 GB of 50 GB used.

There's no way I could have shoehorned my 12.6 GB into 5 GB!  
Yes, that's unfortunate with the iCloud storage, wish they would start everyone off with an ample amount no matter the model. I had to get an iPhone XR with more storage, but still ran out after upgrading my iCloud Storage. I also ended up ditching my iCloud storage because of the fees. So I installed the Google Photos mobile app on my mobile, but they too have changes it so there's a limit as to how much storage is free, I think I have up to 15GB of Google Account storage and my photos took up <4GB and I also have some of my artwork stored away in my personal OneDrive also as a workaround. I used to use the upgrade to iCloud for my storage. WhatsApp can also consume a lot of storage over time pretty fast and messages in general, especially if you save copies of the images when they're downloaded or accessed there's a setting I recall that does that.
